624th Regional Support Group Breaks Ground

The 624th Regional Support Group (RSG) broke ground for the construction of their highly anticipated headquarters building that will be co-located with the Aeromedical Staging Squadron (ASTS) at Joint Base Pearl Harbor-Hickam, on March 31, 2021. Currently, the group headquarters utilizes shared space with multiple units and different service branches.

“This has been an incredible joint effort between Naval Facilities Engineering Systems Command (NAVFAC), Air Force Reserve Command (AFRC) and our host 15th Wing. With advocacy from 4th Air Force, we had to navigate through initial under-funding due to foundation issues, the threat of MILCON being pulled for southern border wall barrier funding and COVID delays,” said Col. Athanasia Shinas, Commander, 624th Regional Support Group.

During initial observation, it was discovered the building was to be built on an area that used to be reef. As a result, the construction company would have to reinforce any foundation, dramatically increasing the construction cost. As a consequence, AFRC went back to Congress for the additional funds and was authorized $12.8 million. Hensel Phelps Construction Company was awarded the contract for both the new building as well as the renovation of an existing facility on the same campus. 

 “Congress approved additional funds for the project in August 2020 and the project was awarded in December of 2020. This ground breaking is an exciting step towards finally locating our group headquarters near our Reserve Citizen Airmen,” said Shinas.


When completed, both group headquarters and ASTS buildings will have fourteen full time military and civilian employees and over 100 traditional reservists on two floors with a combined total of 6,280 sq. feet. This will increase training opportunities and allow leadership and Group Staff to connect more readily with personnel in the group. It also helps address a significant square footage delta that both the ASTS and HQ staff had since inception. 


“NAVFAC Hawaii was honored to provide the United States Air Force and Air Force Reserve with Design and Contracting support for P-4007 Consolidated Training Facility Project which will provide the necessary  space for the 624th Regional Support Group (RSG) and 624th Aeromedical Staging Squadron (ASTS) on Joint Base Pearl Harbor Hickam,” said Mr. Aaron Darley, Chief Engineer, Design & Construction Business Line. “The close collaboration between NAVFAC, USAF, and USAF Reserve enabled the Project Team to overcome funding challenges and a required Reprogramming Action. NAVFAC Hawaii will continue to provide Construction and Technical Design support during the Construction Phase and endeavor to deliver a successful project.”
